If you want to put someone off about something you don’t want to do, you might tell them “I’ll do it the second Tuesday of next week” or “I’ll get to it on the 30th of February.” When you’re the South Dakota Legislature, you schedule the unwanted item—in this case a legislative bill—for the 41st legislative day. Since the legislature can only meet for 40 legislative days, the move effectively kills the measure, at least as far as that year’s session is concerned.
