A citizen’s request for the City of Custer to vacate a portion of Mountain Avenue, Montgomery Street and an alley on the west side of Custer were tabled at the Jan. 6 meeting of the Custer City Council, pending clear identification of the property that is being sought for vacation and resolving a legal description within the resolution.
There’s no disputing that 2019 was a wet year in Custer, characterized by lots of spring and fall snow, a cool, soggy summer resulting in a high water table and topped off by the Aug. 2 flood which resulted from up to seven inches of rain that fell in the Upper French Creek watershed.
However, according to the National Weather Service office in Rapid City, 2019 was far from being the wettest, snowiest or even the coolest year on record.
By the time you read this story, Bob Morrison will have attended his final Custer City Council meeting — and soon his final General Government Committee meeting or Public Works Committee meeting — as the city of Custer’s Public Works director.
And that’s just fine by him.
Morrison will miss many aspects of the job he has had for around 18 years (while spending 23 years total with the city), but when you ask him what he will miss the least about his job, it doesn’t take long to answer.

An appeal seeking a declaratory judgment regarding the Hill City Council’s 2-2 tie voting issue has been filed by Hill City aldermen John Johnson and Jim Peterson, the plaintiffs in the case.
The appeal was dated Dec. 16 of last year and aims to send the case to South Dakota’s highest court.
A man fell through the ice on his all-terrain vehicle (ATV) at Sheridan Lake Jan. 3, officials said.
There were no injuries, reported Christopher Dekker, of South Dakota Game, Fish and Parks (GFP).
“A few other anglers on the ice helped to get him out of the water,” Dekker said. “South Dakota Game, Fish and Parks, Hill City Ambulance and Pennington County (Sheriff’s Office) deputies responded.”
At the most recent Keystone Chamber of Commerce meeting the chamber board voted to send a letter to law enforcement regarding the findings of the agreed upon procedures (AUP) of the chamber’s finances.
The board had initially planned on going to law enforcement with the AUP document itself but backed out after the town board would not accompany the the chamber board.
For the first time in South Dakota, unannounced surprise inspections will be conducted at private youth treatment centers as part of a sweeping oversight reform package being pushed by Gov. Kristi Noem.
Noem has proposed a major overhaul to how South Dakota oversees, inspects and updates the public about conditions in privately-run youth homes across the state.
An electronic sign at the Hill City Cafe has the Hill City Planning and Zoning Commission split.
The sign is within the Central Business District and was errected before the 2014 update to the sign ordiance was approved meaning that it was grandfathered in; however, city staff said since the sign had been turned off from 2013 until recently, it became a non-compliant sign, meaning it needs to come down.
